Summary

The Minnesota Department of Commerce issued Administrative Bulletin 2025-1 to update guidance on homeowner insurance zip code reporting requirements for companies. This bulletin supersedes previous communications and clarifies the annual filing deadline and reporting scope for insurers operating in specific metropolitan areas and first-class cities within Minnesota.

What changed

This bulletin supersedes all previous Department communications regarding zip code reporting for homeowner insurance policies, as mandated by Minn. Stat. §65A.28. It reiterates the requirement for insurers writing homeowner's insurance in the seven-county metropolitan area or a city of the first class to file an annual report with the commissioner by May 1st. The bulletin defines the metropolitan area and lists the cities of the first class, directing companies to a specific web page for reporting instructions, templates, and attestation forms.

Insurers are advised to review the updated guidance and ensure compliance with the annual reporting requirement by the May 1st deadline. Companies that did not write policies in the specified zip codes are exempt from filing. Questions should be directed to the provided email address. This update clarifies existing obligations and provides updated procedural information for compliance.

What to do next

  1. Review updated zip code reporting requirements for homeowner insurance in Minnesota.
  2. File the annual zip code report by May 1, 2025, if policies were written in the specified areas.
  3. Utilize the provided reporting template and attestation form from the MN Department of Commerce website.
