Families With Unaffordable Employer Coverage Now Eligible for Covered California Subsidies

Covered California reports that a federal fix to the ACA's 'family glitch' now allows families whose employer family coverage exceeds 9.12% of household income to qualify for subsidies through the state marketplace. Estimates from UCLA and UC Berkeley show 391,000 previously excluded Californians could become eligible, with roughly 149,000 likely to enroll and save an average of $1,478 per person in 2023. The enrollment period runs through January 31, 2023, with coverage starting January 1 for purchases by December 31.

Covered California Quality Care Initiative Amid Subsidy Uncertainty

Covered California, the state's ACA marketplace covering nearly 2 million residents, reports that 89% receive federal subsidies averaging $563 per month, reducing average out-of-pocket premiums from $698 to $135. The expanded subsidies from 2021 are set to expire at year-end unless Congress renews them, with estimates that approximately 400,000 Californians would drop coverage immediately if they lapse. The exchange's Quality Transformation Initiative, overseen by Chief Medical Officer Monica Soni, requires health plans to meet performance targets on blood pressure control, diabetes management, colorectal cancer screening, and childhood vaccinations, with non-compliant plans paying penalties that generated $15 million in the program's first year.

Covered California announced 1,927,371 total plan selections for 2026, comprising 235,055 new enrollments and a record 1,692,316 renewals, marking a 32 percent decline in new sign-ups from 2025 due to the expiration of Enhanced Premium Tax Credits. California allocated $190 million from the Health Care Affordability Reserve Fund in 2026, providing state subsidies averaging $45 per month to 389,590 enrollees earning up to 165 percent of the federal poverty level. Middle-income consumers losing EPTC experienced a 22 percent cancellation rate among renewals, double the 11 percent rate from 2025, with over 130,000 enrollees switching to Bronze-level plans.
