Summary
The Housing Ombudsman has published its 2026-27 Business Plan following sector consultation feedback. The fee increase will be implemented in a phased approach, with the ombudsman committing to earlier consultation timing in Quarter 3 of preceding financial years.
What changed
The Housing Ombudsman has published its 2026-27 Business Plan, which increases the chargeable fee for landlords from £8.03 to £9.64 per unit. The increase reflects ongoing growth in complaint volumes and will be implemented through a phased approach. The ombudsman has added activities to ensure future consultations occur in Quarter 3 (October-December) of the preceding financial year, responding to landlord concerns about late consultation timing.
Affected parties, primarily landlords and social housing providers, should note the increased financial obligations. While KPIs remain consistent with the 2025-26 plan, the fee structure change will impact operating costs. The ombudsman has committed to working closely with MHCLG on consultation timing going forward.
What to do next
- Monitor implementation of Business Plan 2026-27
- Prepare for increased landlord fee obligations

We have published our Business Plan for 2026-27. Following feedback from the sector, we have made several changes from our initial consultation.
In recent years, we have made significant improvements to both our determination outputs and efficiencies. This is despite an ongoing freeze to our membership fee.
However, there is a need to raise the fee we charge landlords due to ongoing increased complaint volumes. We have listened to the sector about the increase and will do this in a phased approach.
The chargeable fee for 2026-27 will be £9.64. This is an increase from £8.03 in 2025-26.
We recognise the impact of the late consultation on landlords’ budgets and will work closely with MHCLG next year, and beyond, to ensure consultation takes place in Quarter 3 (October-December) of the preceding financial year. An activity has been added to our Business Plan in this regard.
The KPIs for 2026-27 maintain continuity with our Business Plan 2025-26 and Corporate Strategy 2025-30 aims. They also reflect the ‘stabilise’ phase of our caseload reduction strategy as we seek to stop this from growing and ageing and to deliver faster resolution to disputes for residents.
We thank all stakeholders for their feedback to our Business Plan and welcome ongoing discussions about its implementation. We will work in partnership with the sector and residents to ensure a collaborative approach moving forwards.
