CMS has published an archive index of Program Memoranda issued between 2000 and 2003, during the period when CMS operated under its former name HCFA. The index lists 32 memoranda covering topics including Medicare payment policies, HIPAA compliance requirements, rural health clinic payment rates, ambulance fee schedules, and claims processing rules.
