Top-Four Primary and Ranked-Choice Voting Initiative Advances to Idaho Ballot
Idaho Secretary of State has advanced the Top-Four Primary and Ranked-Choice Voting Initiative to the November 2024 General Election ballot. The initiative, filed by Idahoans for Open Primaries, proposes replacing party-specific primaries with an open system where all candidates appear on a single ballot regardless of party affiliation, with the top four vote-getters advancing. The initiative also proposes implementing Instant Runoff Voting for general elections, allowing voters to rank candidates by preference and conducting multiple tabulation rounds until a winner is determined.
Idahoans for Open Primaries Initiative Qualifies for November 2024 Ballot
The Idaho Secretary of State certified on July 10, 2024, that the Idahoans for Open Primaries initiative has qualified for the November 5, 2024 General Election ballot. Organizers submitted 62,895 valid petition signatures, meeting the statutory 6% threshold of registered voters. Signatures were verified across at least 18 legislative districts as required by Idaho law. The measure proposes replacing party primaries with a top-four primary and implementing ranked-choice voting for general elections.
