VA Funding Fee Payment System Information Collection Under OMB Review
Summary
The Department of Veterans Affairs Veterans Benefits Administration has submitted to OMB a revised information collection for the VA Funding Fee Payment System (FFPS), an internet-based application used by lenders to pay funding fees on VA-guaranteed loans and obtain loan guaranty. The submission reflects a decrease in estimated respondents from 800,000 to 465,000, with annual burden reduced to 15,500 hours. Public comments are due May 11, 2026.
What changed
VA is submitting a revised information collection for the VA Funding Fee Payment System (FFPS), an online platform enabling lenders to pay funding fees for VA-guaranteed loans. The revision reflects updated respondent estimates: 465,000 respondents annually (down from 800,000), with 15,500 total annual burden hours and an average 2-minute completion time per response. The collection instrument remains unchanged.
Lenders utilizing VA loan guaranty programs should note the reduced respondent volume while maintaining compliance with the electronic funding fee payment requirement. Veterans and housing stakeholders monitoring VA loan processes will see no substantive change to the funding fee payment mechanism itself, though reduced loan volume is reflected in the burden estimates.

Type of Review: Revision of a currently approved collection.
Abstract: A funding fee must be paid to VA before a loan can be guaranteed and evidence of guaranty issued. The funding fee is payable
on all VA-guaranteed loans (i.e., assumptions, manufactured housing, refinances, and real estate purchase and construction loans). Lenders are required to pay
the funding fee in an internet-based application, VA Funding Fee Payment System (FFPS), that permits lenders to pay the funding
fee online to obtain a
VA loan guaranty. The application calculates the appropriate fee, including any late fees and interest that may be due. Lenders
may also choose to pay the funding fee via batch payment processing by uploading an XML file into FFPS. VA notes that although
the frequency of the estimated completion time is unchanged since the last revision. However, the annual burden decreased
due to a reduction in the total number of respondents, which fell from 800,000 to 465,000 and is directly tied to the decrease
in the volume of VA-guaranteed loans.
