Federal Council Adopts Too-Big-to-Fail Regulations and Capital Adequacy Ordinance Amendments
The Swiss Federal Council adopted a dispatch on revision of the Banking Act and amended the Capital Adequacy Ordinance at its meeting on 22 April 2026. Systemically important banks in Switzerland will be required to fully back participations in foreign subsidiaries with Common Equity Tier 1 (CET1) capital to strengthen financial stability. Parliament will debate the legislative proposal from summer 2026. Capital backing amendments for balance sheet items such as software come into force on 1 January 2027, with a more moderate approach than originally planned following consultation feedback.
