Strike all after the enacting clause and insert the following:
SECTION 1. SHORT TITLE. 1
This Act may be cited as the ''New Opportunities for 2 Business Ownership and Self-Sufficiency Act''. 3
SEC. 2. MODIFICATION OF RULES GOVERNING STATE AD-4 MINISTRATION OF SELF-EMPLOYMENT AS-5 SISTANCE PROGRAMS. 6
-7(a) ERTPLIMINATION OFEQUIREMENTHATARTICI -8ALERUPANTSREIKELY TOXHAUSTEGULARNEMPLOY .--Section 3306(t)(3) of the Inter-9MENTOMPENSATION nal Revenue Code of 1986 is amended by striking sub-10 paragraph (B) and by redesignating subparagraphs (C) 11 and (D) as subparagraphs (B) and (C), respectively. 12 -13(b) MRTPODIFICATION OFEQUIREMENTOARTICI .-- 14S-EAAPATE INELFMPLOYMENTSSISTANCECTIVITIES Section 3306(t)(3)(B) of such Code, as redesignated by 15 subsection (a), is amended to read as follows: 16
''(B) are participating in self-employment 1 assistance activities which are approved by the 2 State agency and either-- 3 ''(i) include entrepreneurial training, 4 business counseling, and technical assist-5 ance; or 6 ''(ii) are performed pursuant to a 7 business plan and market feasibility study 8 submitted by the individual and approved 9 by the State or an agency designated by 10 the State; and''. 11 .--Sec-12(c) W RIEEKLY PERTIFICATION CEQUIREMENT tion 3306(t)(3)(C) of such Code, as redesignated by sub-13 section (a), is amended by inserting ''and are certifying 14 such activities on at least a weekly basis to an agency des-15 ignated by the State'' before the semicolon at the end. 16 17(d) A L NDJUSTMENT OF IMITATION ON UMBER OF .--Section 3306(t)(4) of 18NDIVIDUALSARTICIPATING such Code is amended by striking ''5'' and inserting ''10''. 19 .--The amendments made by 20(e) E DFFECTIVE ATE this section shall apply beginning on the date that is 2 21 years after the date of enactment of this Act, except that 22 nothing in this section shall be interpreted to prevent a 23 State from amending its law before the end of the 2-year 24 period beginning on the date of the enactment of this Act. 25
.--The Secretary of 1(f) IRSSUANCE OFGEGULATIONS Labor shall, after public notice and comment and subject 2 to approval by the Office of Management and Budget, 3 adopt regulations to administer this Act. 4 .--The Secretary of 5(g) ISSUANCE OFUIDANCE Labor shall provide guidance to State workforce agencies 6 that includes-- 7 (1) a model list of self-employment assistance 8 activities that fulfill requirements of the program 9 under this Part; and 10 (2) best practices for verification of completion 11 of such activities. 12
