N S AMENDMENT IN THEOATURE OF A GUBSTITUTE H.R. 6903 TO M. S M FFERED BYRMITH OF ISSOURI Strike all after the enacting clause and insert the following:

SECTION 1. SHORT TITLE. 1

This Act may be cited as the ''Ensuring Children Re-2 ceive Support Act''. 3

SEC. 2. REVOCATION OF PASSPORTS ISSUED TO INDIVID-4 UALS WITH A CHILD SUPPORT ARREARAGE 5 EXCEEDING $2,500. 6

.--Section 452(k) of the Social Secu-7(a) INENERAL rity Act (42 U.S.C. 652(k)) is amended-- 8 (1) in paragraph (1), by striking '', revocation, 9 or limitation'' and inserting ''or revocation''; and 10 (2) in paragraph (2)-- 11 (A) by striking ''may revoke, restrict, or 12 limit'' and inserting ''revoke''; and 13 (B) by inserting '', and notify such indi-14 vidual of the intent to take such action'' before 15 the period. 16 .--Notwithstanding the amendments 17(b) EXCEPTION made by subsection (a), if an individual is abroad and 18

needs to return to the United States on an emergency 1 basis, the Department of State is authorized to issue a 2 temporary passport for that purpose. That passport will 3 be good only for the return to the United States of the 4 individuals and will be limited in duration. 5

SEC. 3. EFFECTIVE DATE. 6

The amendments made by this Act shall take effect 7 on October 1, 2026. 8
