PA Ethics Commission Fines Four Entities for Lobbying Disclosure Violations
Summary
The Pennsylvania State Ethics Commission issued four final adjudications (Orders 175-SL through 178-SL) on April 23, 2026, finding registered lobbying principals in violation of Section 13A05 of the Pennsylvania Lobbying Disclosure Law for failure to timely file Q3 2025 quarterly expense reports with the Department of State. HSS Investors LLC was assessed a $5,900 administrative penalty; Scholastic Inc. and Spin were each assessed $31,100; and Garcia Clinical Laboratory Inc. was assessed $16,500. All respondents have 30 days from the mailing date to pay by electronic payment or certified check. Scholastic, Spin, and Garcia Clinical Laboratory's violations were deemed negligent. Noncompliance with the payment orders will trigger further enforcement action.
Registered principals under Pennsylvania's Lobbying Disclosure Law who failed to file Q3 2025 expense reports face significant financial exposure — penalties escalate from $50/day to $200/day after 20 days of delinquency, and the Commission has demonstrated willingness to pursue enforcement against out-of-state entities (New York, California, Michigan). Any registrant that missed a filing deadline should file immediately and consult the Commission's penalty calculation methodology to estimate potential liability before receiving an order.

What changed
The Commission issued four final orders finding that registered lobbying principals failed to timely file Q3 2025 quarterly expense reports as required under 65 Pa.C.S. § 13A05, violating Pennsylvania's Lobbying Disclosure Law. One respondent (HSS Investors LLC) faced a $5,900 penalty for a single delinquent filing, while three respondents (Scholastic Inc., Spin, and Garcia Clinical Laboratory Inc.) faced escalating penalties calculated at $50/day for the first 10 delinquent days, $100/day for the next 10 days, and $200/day for the remaining delinquent period. Violations for Scholastic, Spin, and Garcia Clinical Laboratory were deemed negligent. Registered principals under the Lobbying Disclosure Law should ensure timely filing of quarterly expense reports or statements of failure to meet the reporting threshold to avoid similar administrative penalties, which accrue rapidly under the tiered penalty structure. Nonpayment within the 30-day window exposes respondents to additional enforcement action by the Commission.
What to do next
- Pay administrative penalty within 30 days of the Order mailing date via the Commission's electronic payment system or by certified check payable to the Commonwealth of Pennsylvania
Penalties
Administrative penalties: HSS Investors LLC $5,900; Scholastic Inc. $31,100; Spin $31,100; Garcia Clinical Laboratory Inc. $16,500 — total $79,600 across four respondents.
