Summary

The Executive Office of the President has issued a notice continuing the national emergency related to trade practices that contribute to large and persistent US goods trade deficits. This action maintains existing measures and restrictions aimed at addressing these trade imbalances.

What changed

This Presidential Notice formally continues the national emergency declared concerning trade practices that negatively impact the United States' goods trade balance. The notice, issued by the Executive Office of the President, signifies the ongoing commitment to addressing large and persistent US goods trade deficits through existing executive authorities. While specific new measures are not detailed, the continuation implies that previously imposed sanctions, restrictions, or other trade-related actions remain in effect.

Regulated entities involved in international trade, particularly those dealing with goods that contribute to trade deficits, should review any existing sanctions or restrictions previously implemented under this national emergency. Compliance officers must ensure adherence to all applicable trade controls and be prepared for potential enforcement actions. The continuation of this emergency suggests that these trade practices remain a significant concern for the US government, and existing measures will be maintained.

What to do next

  1. Review existing trade sanctions and restrictions related to US goods trade deficits.
  2. Ensure compliance with all applicable trade controls and executive orders.
  3. Monitor for any further directives or amendments related to this national emergency.

The President took additional steps pursuant to this national emergency, including in Executive Order 14259 of April 8, 2025; Executive Order 14266 of April 9, 2025; Executive Order 14309 of June 16, 2025; Executive Order 14316 of July 7, 2025; Executive Order 14324 of July 30, 2025; Executive Order 14326 of July 31, 2025; Executive Order 14334 of August 11, 2025; Executive Order 14345 of September 4, 2025; Executive Order 14346 of September 5, 2025; and Executive Order 14360 of November 14, 2025.

The circumstances related to this emergency continue to pose an unusual and extraordinary threat, which has its source in whole or in substantial part outside the United States, to the national security and economy of the United States. For this reason, the national emergency declared in Executive Order 14257 of April 2, 2025, must continue in effect beyond April 2, 2026. Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 14257.

This notice shall be published in the Federal Register and transmitted to the Congress.
