Summary

The Committee for Housing, States of Guernsey, has published the Housing Site Availability Framework in partnership with the Guernsey Building Trades Employers Association (GBTEA). The Framework consolidates information on housing sites across Guernsey into a single document, drawing on data from the planning process and other public sources. The resource will be updated at least twice annually.

What changed

The Housing Site Availability Framework brings together information on all housing sites across Guernsey, including those already allocated for housing and those at various stages of the development process. For each site, the Framework provides an indicative breakdown of homes by size and tenure (Affordable and private market housing), as well as the site's current development stage based on planning process information.

Construction firms and other industry partners should review the Framework at gov.gg/housingsites to gain visibility into the housing development pipeline. This enables better planning, project scheduling, and workforce planning. The Framework is a live resource that will be refined and updated over time through ongoing engagement with industry partners and government.

What to do next

  1. Review the Housing Site Availability Framework at gov.gg/housingsites for visibility into the housing development pipeline
  2. Use the Framework for project scheduling and workforce planning purposes
  3. Provide feedback through ongoing engagement with the Committee for Housing as the Framework is refined

The Committee for Housing, working in partnership with the Guernsey Building Trades Employers Association (GBTEA) Government Liaison Subcommittee, has published the Housing Site Availability Framework to provide clearer information about how housing sites are progressing through the planning and development process.

The Framework collates information on housing sites across Guernsey into a single document, drawing on data from the planning process and other publicly available sources. The Framework will continue to be refined and updated over time through ongoing engagement with industry.

This work follows feedback from the Guernsey Construction Forum, prior to its amalgamation with the GBTEA, where industry partners highlighted the need for clear, consistent information to make it easier for businesses to plan ahead, schedule projects and undertake workforce planning.

The Committee for Housing has also wanted a clear and consistent view of progress in private market housing development and to support more informed decision-making and closer engagement with industry.

While the Guernsey Housing Plan includes a number of workstreams aimed at enabling and accelerating housing delivery, information on housing land supply and development progress has historically been reported in different ways and at different stages, rather than through a single, consolidated framework. The Housing Site Availability Framework addresses this by operating as a live resource, updated at least twice annually.

The Framework brings together information on all sites that have already been allocated for housing or are at various stages of the development process.

For each site, the Framework provides:

  • An indicative breakdown of the number of homes by size and tenure (Affordable and private market housing);
  • The site's current development stage, based on information available through the planning process, including whether planning permission has been granted and whether construction has commenced. The Framework can be viewed at gov.gg/housingsites.

Deputy Steve Williams, President of the Committee for Housing, said:

"Until now, there has not been a single, joined-up picture of housing delivery across the island, which has made planning and coordination harder for both industry and Government. The Housing Site Availability Framework changes that. It provides a shared view of the development pipeline that everyone can work from, using the same information, and assumptions. This will make it easier to plan ahead, identify issues early and work together to keep sites moving to deliver housing."

"We're grateful to the GBTEA for their constructive engagement."

John Bampkin, Lead of the Guernsey Building Trades Employer's Association Government Liaison Subcommittee, said:

"This Framework is a really important step forward because it creates a shared, practical picture of the development pipeline for the whole island. We're very pleased to be working with the Committee forHousing and will continue to engage with them as this work is developed further."
