Summary

The House Committee on Rules reported H. Res. 1174 providing procedures for floor consideration of three Clean Air Act amendment bills: H.R. 6387 (air quality monitoring data for wildfire events), H.R. 6398 (EPA review of proposed legislation), and H.R. 6409 (emissions from outside the United States), plus H. Res. 1156 on tax policies for working families.

What changed

This resolution establishes procedural rules for House floor consideration of four measures. It waives points of order against the bills, provides for one hour of debate equally divided between majority and minority, and allows a motion to recommit. The underlying bills amend the Clean Air Act to address air quality monitoring for wildfire events, EPA review of proposed legislation, and emissions standards for sources outside US borders.

Affected parties including manufacturers, energy companies, and transportation companies should monitor these bills as they proceed through the legislative process. The bills have not yet been enacted; compliance implications would arise only if the underlying bills pass both chambers and are signed into law.
