Setting Consideration of Clean Air Act Amendments and Tax Policy Resolution
Summary
The House Committee on Rules reported H. Res. 1174, a procedural resolution setting terms for floor consideration of four measures: three Clean Air Act amendment bills (H.R. 6387, H.R. 6398, H.R. 6409) and one tax policy resolution (H. Res. 1156). The resolution waives points of order against each bill, provides for one hour of debate equally divided, and allows a motion to recommit.
What changed
The House Committee on Rules reported H. Res. 1174, establishing the procedural framework for floor consideration of four measures. The resolution provides that all points of order against consideration of each bill are waived, that each bill shall be considered as read, and that the previous question shall be considered as ordered on each bill to final passage without intervening motion except for one hour of debate and one motion to recommit.
For affected parties, this procedural step indicates these Clean Air Act amendments and the tax policy resolution have advanced past the Rules Committee stage and are scheduled for House floor action. Regulated entities in energy and manufacturing should monitor these bills as they proceed, as the underlying legislation would modify air quality monitoring requirements for wildfire events, EPA review of proposed legislation, and emissions standards for sources outside the United States.
What to do next
- Monitor Clean Air Act amendment bills (H.R. 6387, H.R. 6398, H.R. 6409) as they advance through House consideration
- Track H. Res. 1156 expressing support for working family tax policies
