Summary
The FCC published a notice and request for comments on a Generic Clearance for Collection of Qualitative Feedback on Agency Service Delivery (OMB Control No. 3060-1149). The notice invites public and federal agency input on whether the proposed information collection is necessary, accurate, and how burden might be reduced. Comments are due May 1, 2026.
What changed
The FCC, pursuant to the Paperwork Reduction Act of 1995 (44 U.S.C. 3501-3520), invites comments on a proposed information collection titled "Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery" (OMB Control No. 3060-1149). The notice seeks feedback on four areas: whether the collection is necessary for proper FCC functions and has practical utility; the accuracy of burden estimates; ways to enhance quality, utility, and clarity of information collected; and ways to minimize burden on respondents. The FCC also specifically requests input from small business concerns with fewer than 25 employees on potential burden reductions per the Small Business Paperwork Relief Act of 2002.
Regulated entities and interested parties should review the proposed collection and submit comments to www.reginfo.gov and FCC contacts (PRA@fcc.gov, Nicole.Ongele@fcc.gov) by May 1, 2026. No specific compliance deadline or new obligations are established—this notice concerns an existing generic clearance mechanism for qualitative feedback on FCC service delivery. Parties with experience in FCC interactions or information reporting may benefit from providing input on collection efficiency.

OMB Control Number: 3060-1149.
Title: Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery.
Form Number: N/A.
Type of Review: Extension of a currently approved collection.
Respondents: Individuals or households, Business or other for-profit, Not-for-profit institutions, and State, Local, or Tribal government.
Number of Respondents and Responses: 259,600 respondents and 259,600 responses.
Estimated Time per Response:.166 hours (10 minutes).
Frequency of Response: One-time reporting requirement.
Obligation to Respond: Voluntary.
Total Annual Burden: 43,267 hours.
Total Annual Cost: No Cost.
Needs and Uses: The information collection activity will garner qualitative customer and stakeholder feedback in an efficient, timely manner,
in accordance with the Administration's commitment to improving service delivery. By qualitative feedback we mean information
that provides useful insights on perceptions and opinions, but are not statistical surveys that yield quantitative results
that can be generalized to the population of study. This feedback will provide insights into customer or stakeholder perceptions,
experiences and expectations, provide an early warning of issues with service, or focus attention on areas where communication,
training or change in operations might improve delivery of products or services. These collections will allow for ongoing,
collaborative and actionable communications between the Agency and its customers and stakeholders. It will also allow feedback
to contribute directly to the improvement of program management. Feedback collected under this generic clearance will provide
useful information, but it will not yield data that can be generalized to the overall population. This type of generic clearance
for qualitative information will not be used for quantitative information collections that are designed to yield reliably
actionable results, such as monitoring trends over time or documenting program performance. Such data uses require
more rigorous designs that address: The target population to which generalizations will be made, the sampling frame, the sample
design (including stratification and clustering), the precision requirements or power calculations that justify the proposed
sample size, the expected response rate, methods of assessing potential nonresponse bias, the protocols for data collection,
and any testing procedures that were or will be undertaken prior fielding the study. Depending on the degree of influence
the results are likely to have, such collections may still be eligible for submission for other generic mechanisms that are
designed to yield quantitative results.
