EU Talent Pool Platform for Non-EU Jobseekers
Summary
The Council of the EU gave final approval to Regulation (EU) establishing an EU talent pool, a digital platform connecting non-EU jobseekers with EU employers facing labor shortages. The platform will facilitate international recruitment while providing safeguards against labor exploitation and informing candidates of their rights regarding fair recruitment and decent working conditions. Participation in the platform remains voluntary for EU member states, with full operational status expected by 2027.
What changed
The Council of the European Union approved Regulation establishing the EU talent pool, creating a new digital platform to match non-EU jobseekers outside the EU with employers in member states experiencing labor shortages. The platform will provide information on recruitment processes, candidates' rights (including fair recruitment and decent working conditions), and national immigration procedures for obtaining residence and work permits. Non-EU jobseekers receiving job offers through the platform must still complete national immigration processes.
EU employers seeking to fill positions in sectors with labor shortages should monitor platform development ahead of the 2027 launch. Member states choosing to participate should prepare for integration with the platform and ensure compliance with fair recruitment safeguards. Non-EU jobseekers with relevant skills may register on the platform once operational, though obtaining actual work authorization remains subject to individual member state immigration procedures.
What to do next
- Monitor Commission guidance on platform requirements ahead of 2027 launch
- Review national immigration procedures to align with EU talent pool framework
- Assess organizational hiring needs in labor-shortage sectors for potential international recruitment

Council gives final go ahead to EU talent platform for non-EU jobseekers
Today, the Council gave the final greenlight to a regulation establishing an EU talent pool, a new platform that will connect non-EU jobseekers with employers in the EU. This EU digital platform will facilitate international recruitment in sectors where EU member states face labour shortages by matching job vacancies with the profiles of non-EU jobseekers living outside of the EU.
The EU talent pool will help address labour shortages across Europe. It will boost EU competitiveness by giving employers easier access to non-EU jobseekers who have the skills they need.
Nicholas Ioannides, Cyprus Deputy Minister for Migration and International Protection
Open to non-EU jobseekers with relevant skills, the platform will provide clear information on the recruitment process and inform candidates of their rights, in particular with regard to fair recruitment and decent working conditions. It also includes safeguards to prevent labour exploitation.
Non-EU jobseekers who receive a job offer through the EU talent pool will have to go through national immigration procedures to obtain residence and work permits. The platform will provide information on these procedures, including the conditions that must be met.
Participation in the EU talent pool will be voluntary for member states.
