Summary

The Council of the European Union extended the framework for restrictive measures regarding Bosnia and Herzegovina for twelve months until 31 March 2027. The extension maintains the EU's ability to impose asset freezes, fund prohibitions, and travel bans on individuals or entities threatening Bosnia's sovereignty, territorial integrity, or the Dayton Agreement. No individuals are currently designated under this framework.

What changed

The Council extended Council Decision 2011/173/CFSP, maintaining the legal framework for targeted restrictive measures against those who undermine Bosnia and Herzegovina's sovereignty, territorial integrity, constitutional order, international personality, or security situation. The measures consist of asset freezes, prohibitions on making funds available, and EU travel bans for natural persons.

EU member states and entities subject to EU sanctions obligations should note that this framework remains active through March 2027. Although no individuals are currently listed, the extension preserves the EU's ability to designate persons quickly if the situation deteriorates. Companies conducting business in or related to Bosnia and Herzegovina, particularly in sectors prone to financial crime, should maintain sanctions compliance screening procedures.

What to do next

  1. Maintain sanctions compliance screening for transactions involving Bosnia and Herzegovina
  2. Update internal sanctions lists to reflect the extended framework validity through 31 March 2027
  3. Monitor for potential future designations if the political situation in Bosnia and Herzegovina deteriorates

Penalties

Asset freeze and travel ban for designated natural persons; prohibition on making funds available to sanctioned individuals and entities.

Bosnia and Herzegovina: Council extends framework for restrictive measures until March 2027

The Council decided today to extend the framework for restrictive measures in view of the situation in Bosnia and Herzegovina for a further twelve months, until 31 March 2027.

The European Union will therefore keep its ability to impose targeted restrictive measures on individuals or entities who undermine the sovereignty, territorial integrity, constitutional order and international personality of Bosnia and Herzegovina. Restrictive measures can also be imposed against those who seriously threaten the security situation in the country, or undermine the Dayton/Paris General Framework Agreement for Peace.

Restrictive measures under this framework consist of an asset freeze, prohibition to make funds available, and travel ban to the EU for natural persons. Currently, no individuals or entities are subject to restrictive measures under this framework.

The Council has been following the developments in Bosnia and Herzegovina and can consider using all tools at its disposal, in case the situation in the country deteriorates. The Council reiterates its unequivocal commitment to Bosnia and Herzegovina’s EU perspective as a single, united and sovereign country.

Background

The Council Decision 2011/173/CFSP concerning restrictive measures in view of the situation in Bosnia and Herzegovina was adopted on 21 March 2011.
