Diamond State Port Corporation Performance Audit Identifies Five Operational Findings
The Delaware Office of Auditor of Accounts issued a performance audit of the Diamond State Port Corporation covering 2021-2025, during which DSPC received $233.2 million in State funds and $16.4 million in debt relief. Auditors identified five findings: DSPC Board executive sessions did not meet State requirements; governance and oversight requirements of concession agreements with Gulftainer and current operator Enstructure were not performed; collection of concession payments from GT USA was not executed; economic impact projection data for the Edgemoor project was not up to date; and DSPC access and inspection rights were not enforced. This is the most comprehensive independent review of DSPC operations since the State purchased the Port of Wilmington in 1995.
Delaware State Auditor Issues FY24 Single Audit of $4.2B Federal Awards
State Auditor Lydia E. York issued the fiscal year 2024 Delaware Uniform Guidance Single Audit report on April 7, 2025. The audit examined more than $4.2 billion in federal funding for Delaware programs including Medicaid, Social Security, public and special education, clean air and water, veterans support, disaster relief, affordable housing, food security, and assistance to first responders. According to the Auditor, nearly all examined federal funding is being spent responsibly on programs Delaware residents rely on for public health and safety.
State Auditor Lydia York Issues FY2025 Single Audit of $4.17B Federal Awards
State Auditor Lydia E. York issued the Uniform Guidance Single Audit report examining $4.17 billion in federal funding awarded to the State of Delaware in fiscal year 2025, as required by the Single Audit Act of 1984. Federal grants originated from 23 federal agencies and fund hundreds of state-run programs including Medicaid, unemployment insurance, substance abuse prevention, and child nutrition. The report includes 26 findings across four state agencies, of which 15 have repeated since last year's audit, signalling persistent compliance challenges in grant management.
