What changed

Colorado HB26-1392 amends state law to require transfer of unexpended and unencumbered funds from the public safety communications revolving fund to the trust fund at the end of each fiscal year. The bill specifies that trust fund money may be used for acquiring and maintaining digital trunked radio system equipment and infrastructure, payment of maintenance expenses, leased or rented equipment, tower lease costs, and payments to local governmental entities for radio communications systems.

The bill has no direct compliance obligations for regulated private entities. State agencies and local governmental entities that are users of the DTRS may benefit from the consolidated funding stream for radio communications system maintenance and equipment needs. No new reporting, licensing, or operational requirements are imposed on businesses or individuals.
