What changed

The CLEAR Commission adopted three preliminary reports from its standing committees following the third round of case reviews under Governor's Executive Order 2023-21. The Bias-Based Policing Review Committee recommended that DOC develop an Internal Affairs policy for Parole Field Services and continue full implementation of 2024 bias complaint procedures. The Use of Force Review Committee found all uses of force consistent with departmental policies. The Critical Incident Review Committee found the Pennsylvania State Police shooting case prompt, justified, and complete with no policy deficiencies.

Agencies subject to CLEAR Commission review—including DOC and PSP—should be aware that this marks the completion of the third round of case reviews under the Executive Order. DOC specifically should anticipate follow-up on the recommended Internal Affairs policy development for Parole Field Services. The unanimous adoption of all three reports signals no immediate corrective action requirements for the reviewed cases, though covered agencies should continue compliance with existing use-of-force and bias complaint protocols.
