What changed

BOEM published its semi-annual restricted joint bidders list for Outer Continental Shelf oil and gas lease sales. The list covers the bidding period of May 1, 2026, through October 31, 2026, and identifies entity groups that are prohibited from bidding jointly with other specified groups. Group I includes BP entities; Group II includes Chevron, Unocal, Union Oil Company of California, and Noble Energy. This list succeeds all prior published lists and implements restrictions under the Energy Policy and Conservation Act of 1975.

Energy companies planning to participate in OCS lease sales should verify that their proposed bidding arrangements do not violate the joint bidding restrictions. Joint bidders that fall within restricted group combinations may be ineligible to participate jointly in the specified lease sales. This is a routine administrative publication and does not impose new substantive obligations beyond prior lists.
