Summary

The Bureau of Land Management (BLM) proposes a new information collection under the Paperwork Reduction Act requiring individuals seeking to cross private land to access BLM-managed lands to submit specific information. The proposed Carrizozo Accesses Form would collect data for processing access requests across non-federal land. Comments on the proposed collection are due June 8, 2026.

What changed

The BLM is proposing a new information collection requirement for individuals seeking to cross private land to access BLM-managed public lands. The proposed Carrizozo Accesses Form would require respondents to provide specific information to obtain authorization for cross-access. This represents a new paperwork burden for landowners, recreational users, ranchers, and others requiring transit across private property to reach BLM lands.\n\nAffected parties including ranchers, hunters, recreational users, energy companies, and utility operators who currently access or plan to access BLM lands via private property crossings should prepare for potential new documentation requirements. Property owners along BLM boundaries may also experience increased inquiry volumes regarding access arrangements.

What to do next

  1. Monitor for OMB approval of the proposed information collection
  2. Prepare to comply with new reporting requirements if access to BLM lands is needed
  3. Submit public comments by June 8, 2026 if affected by this collection
