Virginia SB592 - Career and Technical Education Biennial Review Mandate
Summary
Virginia Governor signed SB592 into law (Chapter 347), requiring the Board of Education and Virginia Board of Workforce Development, with assistance from multiple state education agencies, to conduct biennial reviews beginning July 1, 2026, of all career and technical education offerings to ensure alignment with industry needs and preparation for postsecondary success.
What changed
Virginia enacted SB592, a new law requiring the Board of Education and Virginia Board of Workforce Development, in coordination with the Department of Workforce Development and Advancement, Virginia Office of Education Economics, Department of Education, Virginia Community College System, and State Council of Higher Education for Virginia, to conduct biennial reviews of all career and technical education courses, pathways, and credentials available to public school students. The first review must begin with the fiscal year starting July 1, 2026, and continue each odd-numbered year thereafter.
The affected state education and workforce development agencies must ensure all CTE offerings are aligned with current and emerging industry and workforce needs and designed to prepare students for gainful employment, postsecondary education, or military service. Reports on each biennial review must be submitted to the Secretary of Education, Secretary of Labor, and legislative education committees by October 1 of each odd-numbered year beginning October 1, 2027.
What to do next
- Review current career and technical education offerings for alignment with workforce demands
- Establish inter-agency coordination process for biennial review
- Prepare and submit first biennial report by October 1, 2027
