AD/CVD News: Aluminum Sheet, Matchbooks, MSG, PC Strand, Welded Pipe Determinations
Summary
ST&R Trade Report summarizes recent ITA/ITC actions in antidumping and countervailing duty cases including: final dumping margins of 4.01-14.19% on Turkish aluminum sheet (administrative review Apr 2023-Mar 2024); sunset review determinations on matchbooks from India (66.07% dumping, 9.88% subsidies), MSG from China (40.41%) and Indonesia (6.19%), PC strand from Brazil (118.75%), India (102.07%), Japan (13.3%), Mexico (77.2%), South Korea (54.19%), Thailand (12.91%) plus 62.92% subsidies on Indian PC strand; and rescission of administrative review on Canadian welded pipe.
What changed
The International Trade Administration and International Trade Commission announced multiple antidumping and countervailing duty determinations affecting imports from Türkiye, India, China, Indonesia, Brazil, Japan, Mexico, South Korea, Thailand, and Canada. These include final dumping margins for aluminum sheet from Türkiye (4.01-14.19%) and rescission of administrative review for Canadian welded pipe. Sunset reviews for matchbooks, MSG, and PC strand determined that revocation of existing orders would likely lead to continuation or recurrence of dumping and subsidies at significant margins.
Importers of common alloy aluminum sheet, commodity matchbooks, monosodium glutamate, pre-stressed concrete steel wire strand, and large-diameter welded pipe should monitor these AD/CVD determinations as they affect cash deposit rates and potential liability. PC strand faces the highest potential dumping margins (up to 118.75% for Brazil) while Indian PC strand could face combined AD/CVD rates exceeding 160%. Canadian welded pipe importers will face assessment at applicable cash deposit rates following rescission of the administrative review.
