Summary

The International Trade Administration (ITA) is accepting proposals through June 30, 2026, for full-stack AI technology export packages under the American AI Exports Program. Industry-led pre-set consortia may apply to have their AI technology stacks designated for presentation to foreign public- and private-sector buyers. Designated packages may receive priority government advocacy, export licensing review, interagency coordination, and financing referrals.

What changed

The ITA has launched the American AI Exports Program and is now accepting proposals from pre-set consortia—standing teams of AI companies organized to offer complete U.S. AI technology stacks to foreign markets on an ongoing basis. Unlike traditional export proposals, pre-set consortia are not required to identify a single opportunity or named foreign buyer; they apply to have their full-stack packages included in the U.S. menu of vetted offerings.

Technology companies organized as or considering joining AI industry consortia should evaluate whether their full-stack offerings align with the program's scope. Designated packages receive priority government advocacy, expedited export licensing review, and interagency coordination—advantages that could significantly enhance competitiveness in global AI markets.

What to do next

  1. Monitor for updates on the American AI Exports Program
  2. Review Federal Register notice 2026-06952 for eligibility details
  3. Submit proposals by June 30, 2026 if eligible

The International Trade Administration is inviting through June 30 proposals for full-stack artificial intelligence technology export packages from industry-led “pre-set” consortia for designation under the American AI Exports Program.

According to the ITA, pre-set consortia are standing teams of AI companies organized to offer a complete U.S. AI technology stack to foreign markets on an ongoing basis. A pre-set consortium is not required to identify a single opportunity or a named foreign buyer in applying; instead, it is applying for its full-stack export package to be available for presentation by the U.S. as part of its menu of vetted packages for foreign public- and private-sector buyers in global, regional, or country-specific markets.

Designated packages may receive priority government advocacy, export licensing review and processing, interagency coordination, and financing referrals.

This notice provides more information on the scope of eligible consortia and packages, content and ownership, and target markets and market positioning. It also reviews the content, formatting, and submission of proposals as well as the ITA’s process of evaluating them.
