SB331 Creates Joint Airport Authority for City of Winder and Barrow County
Summary
Georgia SB331 enacts Act 359, creating a joint airport authority for the City of Winder and County of Barrow. The legislation repeals a prior airport authority act originally approved March 25, 1958 (Ga. L. 1958, p. 3087) as amended, and provides for the transfer of assets and liabilities to the new joint authority. The bill was signed by Governor on April 10, 2025 and became effective May 14, 2025.
What changed
Georgia SB331 establishes a new joint airport authority serving the City of Winder and County of Barrow, replacing prior authority structures dating to 1958. The legislation explicitly addresses the transfer of assets and liabilities from the repealed entity. All conflicting prior laws are superseded by this Act.
Local governments, aviation-related businesses operating in Barrow County, and entities with existing arrangements under the prior airport authority should confirm whether contracts, leases, or permits require review or amendment following the establishment of the new joint authority structure.
