What changed
HB5204 modifies the appointment structure for the Illinois Early Learning Council by adding two new positions: a representative from a statewide advocacy organization representing Head Start and Early Head Start providers, and the State Director of Head Start Collaboration. The bill removes a provision requiring the Governor to request federal HHS Region V Administration for Children and Families to appoint a member.
The changes affect how the Governor exercises appointment authority for the Council. State agencies and advocacy organizations involved in early childhood education should note the updated appointment categories for future Council participation.
