Summary

The Commodity Credit Corporation (CCC) has issued a final rule for the Farmer Bridge Assistance (FBA) Program, effective February 23, 2026. The Office of Management and Budget (OMB) has also approved the associated information collection request (ICR) under control number 0503-0028.

What changed

This document announces the final approval of an Information Collection Request (ICR) by the Office of Management and Budget (OMB) for the Farmer Bridge Assistance (FBA) Program, with OMB Control Number 0503-0028 and an expiration date of October 31, 2027. The FBA Program itself was published as a final rule on February 23, 2026. The ICR includes forms such as CCC-901, CCC-902E, CCC-902I, CCC-941, and CCC-555, with the AD-1026 form being exempt. The total annual burden hours for this collection are estimated at 197,921.

Agricultural firms participating in the FBA Program will need to ensure they comply with the information collection requirements. Producers must report eligible planted commodities on FSA-578 by December 19, 2025, or the deadline established in 7 CFR part 718. Compliance with these reporting requirements is necessary to receive FBA Program payments.

What to do next

  1. Ensure reporting of eligible planted commodities on FSA-578 by the earlier of December 19, 2025, or the deadline in 7 CFR part 718.
  2. Comply with information collection requirements for the FBA Program using forms CCC-901, CCC-902E, CCC-902I, CCC-941, and CCC-555.
