Hawaii PUC Approves Hawaiian Electric Wildfire Mitigation Plan, 2025-2027
The Hawaii Public Utilities Commission approved Hawaiian Electric Companies' 2025-2027 Wildfire Mitigation Plan (WMP) and completed a study on establishing a wildfire recovery fund. The commission found that Hawaiian Electric substantially complied with wildfire mitigation guidelines and that the plan can reasonably reduce wildfire risk. The commission also identified areas requiring improvement including wildfire risk modeling, timelines, workforce planning, vulnerable population support, and monitoring of mitigation efforts. The recovery fund study concluded that such a fund is likely warranted but requires additional analysis regarding utility liability caps.
Jon Itomura Named Hawaiʻi Public Utilities Commission Chair
Governor Josh Green appointed Jon Itomura as Chair of the Hawaiʻi Public Utilities Commission, effective January 14, 2026. Itomura succeeds Leo Asuncion and brings more than 25 years of public service and regulatory experience, having previously served as Supervising Attorney for the Division of Consumer Advocacy and as Deputy Attorney General. He resigned from the Campaign Spending Commission to comply with state law requirements.
