Summary

The Department of the Navy, Naval Base Ventura County completed a NAGPRA inventory identifying human remains of at least 81 individuals from San Nicolas Island and San Clemente Island, California. NPS published the notice determining cultural affiliation between the remains and Indian Tribes or Native Hawaiian organizations. Repatriation may occur on or after May 11, 2026.

What changed

The Department of the Navy, Naval Base Ventura County completed NAGPRA inventories identifying human remains of at least 81 individuals originally removed from San Nicolas Island and San Clemente Island, California between 1900-1930s and 1921-1922. The remains passed through multiple institutions including Museum of the American Indian, Heye Foundation, Columbia University, Garvies Point Museum and Preserve, and New York University College of Dentistry. Based on consultation, cultural affiliation has been determined between the remains and Indian Tribes or Native Hawaiian organizations.

Affected parties including culturally affiliated Indian Tribes and Native Hawaiian organizations may submit written requests for repatriation of these human remains to the Navy's designated contact. Institutions holding Native American human remains should review this inventory to ensure their collections do not conflict and should assist repatriation efforts if contacted. The May 11, 2026 repatriation date provides a window for culturally affiliated parties to act.

What to do next

  1. Monitor for repatriation requests from culturally affiliated Indian Tribes or Native Hawaiian organizations
  2. Submit written repatriation requests to John O'Connor at Naval Base Ventura County if culturally affiliated
  3. Review NAGPRA compliance obligations if your institution holds Native American human remains or funerary objects
