LPSC Approves Two-Part Settlement Resolving Entergy Retail Rate Filing and Grand Gulf FERC Litigation
The Louisiana Public Service Commission unanimously approved a two-part global settlement resolving Entergy Louisiana's pending retail rate filing and years of FERC litigation with System Energy Resources Inc. over the Grand Gulf nuclear plant. The settlement reduces a substantial rate increase request to a fraction of the original ask and provides approximately $265 million in direct customer credits over 2-3 years, with an additional $75.5 million tied to the SERI global settlement, totaling approximately $285 million in credits for Entergy Louisiana customers. Key provisions include immediate return of 2024 overearnings, prohibition on recovery of corporate aircraft travel and performance-tied incentive compensation, reduced late fees, elimination of smart meter connection/reconnection fees, and establishment of a Low-Income Affordability Working Group.
Hurricane Francine Power Restoration Updates - DEMCO and Cleco
The Louisiana Public Service Commission published a series of press releases documenting power restoration efforts by DEMCO and Cleco following Hurricane Francine. The releases, dated September 12-14, 2024, track restoration progress from initial damage assessment through near-complete restoration. DEMCO activated its Emergency Response Plan and staged additional resources, while Cleco restored power to approximately 60 percent of affected customers within the first two days.
New 457 Area Code Covers Northern Louisiana Communities
The Louisiana Public Service Commission has approved an overlay adding the 457 area code to the existing 318 area code region covering northern Louisiana. Starting August 25, 2025, all local calls within the 318 area code region must be dialed using 10 digits (area code + 7-digit telephone number). A six-month permissive dialing period begins February 24, 2025, during which local calls can be completed with either 7 or 10 digits. All customers should prepare for the transition, and certain equipment programmed for 7-digit dialing must be reprogrammed.
