DES MOINES – DNR staff work with individuals, businesses and communities to help them protect our natural resources by complying with state and federal laws. This approach is very effective. In the few cases where compliance cannot be achieved, the DNR issues enforcement actions. The following list summarizes recent enforcement actions. Consent Orders A consent order is issued as an alternative to issuing an administrative order. A consent order indicates that the DNR has voluntarily entered into a legally enforceable agreement with the other party.

Johnson County

Jesse Eister

Surrender wastewater and water distribution certifications; do not seek recertification until after July 1, 2029; and do not perform any shift operator or operator-in-charge responsibilities until and unless recertified.

Pocahontas County

AgState Cooperative

Comply in the future with open burning laws and pay a $9,000 administrative penalty.

Winnebago County

City of Lake Mills

Complete construction of the wastewater treatment facility upgrades by December 31, 2027; submit progress reports in June 2026, December 2026, and June 2027; and pay a $6,000 administrative penalty.
