  • April 02 2026 HELENA— The Montana Department of Environmental Quality (DEQ) published a draft Environmental Assessment (EA) for Yellowstone County regarding a proposed junk vehicle county graveyard (JVCG) in Billings, Montana.

The proposed JVCG will be in Yellowstone County within a fenced area at 3324 E. King Ave., Billings, Montana. The property is owned by Yellowstone County and will be used by the Yellowstone County Junk Vehicle Program. The applicant is applying to license approximately 3 acres of the 9.1-acre parcel.

This would allow Yellowstone County to collect unwanted vehicles from the citizens of Yellowstone County. These vehicles would be taken to a local recycler. Abandoned vehicles from the county would be brought into the licensed yard and stored until the owner can be notified.

DEQ prepared a draft EA in compliance with the Montana Environmental Policy Act to analyze potential impacts of the proposal. The agency is now accepting public comment on the draft EA, after which DEQ will review comments and make a final decision on the application. Public comment closes May 1, 2026, and comments can be submitted electronically at deqjvprogram@mt.gov or by mail at the following address:
