Summary

The National Green Tribunal (NGT) has initiated proceedings against M/s Sumit, Proprietor (Shri Pramod Sharma) for operating an illegal plastic manufacturing unit in Patna without necessary environmental permits. The NGT has directed the impleadment of the proprietor and the Bihar State Pollution Control Board as respondents and issued notices for closure and sealing of the premises.

What changed

The National Green Tribunal (NGT) has taken up a case initiated by a representation from Devendra Sharma concerning an illegal plastic manufacturing unit operated by M/s Sumit, Proprietor (Shri Pramod Sharma) in Indrapuri, Patna. The unit allegedly operates without a Consent to Establish and Consent to Operate from the Bihar State Pollution Control Board, engaging in thermal processing of plastic granules that generates toxic fumes, particulate matter, and noise pollution, violating siting criteria.

The NGT has ordered the impleadment of M/s Sumit and the Bihar State Pollution Control Board as respondents, issuing notices returnable within four weeks. This action follows the complainant's prior complaints and a closure order issued by the State Pollution Control Board, which the unit allegedly defied by resuming operations. The NGT's intervention aims to permanently close and seal the hazardous manufacturing factory.

What to do next

  1. Respond to NGT notices regarding the illegal plastic manufacturing unit.
  2. Cooperate with the Bihar State Pollution Control Board and NGT regarding closure and sealing orders.

ORDER 1. One Mr. Devendra Sharma-complainant has sent us representation

dated 06.10.2025 against M/s Sumit, Proprietor through Shri Pramod

Sharma, who is involved in running illegal plastic manufacturing unit

within residential colony of Indrapuri, Patna without obtaining Consent

ordered to be sealed.

appearance, hence, notice is dispensed with.

  1. Despite repeated calls, the applicant has not appeared today.

  2. Put up this matter for next consideration on 07.05.2026.
