In the Matter of:
O R D E R This issue arises from a complaint filed on December 1, 2025, by Kevin Wilkins against Louisville Gas and Electric Company (LG&E) concerning the gas service connection at 5105 East Indian Trail, Louisville, Kentucky 40218. In its January 27, 2026 Order, the Commission found the complaint filed by Mr. Wilkins did not state fully, clearly and with reasonable certainty an act or omission by LG&E of which failure to comply is alleged. Nor did Mr. Wilkins's complaint allege a violation of a regulation, Commission Order, tariff or statute by LG&E. In addition, the Commission found that Mr. Wilkins's complaint failed to comply with Kentucky law, including the requirements of 807 KAR 5:001, Section 4(4), requiring a business to be represented by an attorney licensed to practice in the Commonwealth in proceedings KEVIN WILKINS ) before a state administrative agency. complaint raised in this case, according to the Jefferson County Property Valuation Administrator (PVA), is Wilkins LLC. 1 The Commission further found that Mr. Wilkins should be afforded the opportunity to amend his complaint within 20 days of the date of service of the Order with representation of an attorney licensed to practice law in the state of Kentucky. Attempts to service Mr. Wilkins by U.S Postal Service Certified mail was unclaimed and returned to the Commission, attached as an Appendix to this Order. To date, the 2 20 days has tolled and no correspondence has been received from Mr. Wilkins, nor from an attorney representing Mr. Wilkins or Wilkins LLC. Accordingly, the Commission finds the complaint should be dismissed without prejudice, and the case closed. IT IS THEREFORE ORDERED that:
- The formal complaint filed by Mr. Wilkins is dismissed without prejudice.
