Summary

The Indiana Utility Regulatory Commission (IURC) will conduct an investigative inquiry on energy affordability for five major electric investor-owned utilities. The inquiry aims to understand drivers of energy costs and explore solutions, with a subsequent phase involving public listening sessions.

What changed

The Indiana Utility Regulatory Commission (IURC) has announced an investigative inquiry into energy affordability concerning the state's five largest electric investor-owned utilities: AES Indiana, CenterPoint Energy Indiana, Duke Energy Indiana, LLC, Indiana Michigan Power Company, and Northern Indiana Public Service Company, LLC. This inquiry, scheduled for March 24, 2026, is the first phase of a broader strategy to identify underlying causes of energy affordability issues and explore potential short- and long-term solutions. Representatives from the utilities will present information and answer questions from the Commission and the Indiana Office of Consumer Counselor (OUCC) regarding usage, rates, growth impacts, bill transparency, and rising energy costs.

This inquiry is primarily an information-gathering exercise for the Commission and OUCC, and public comments will not be accepted during the session. Regulated entities, specifically the named utilities, should prepare to present data and respond to inquiries on the specified topics. While this specific inquiry is not a compliance action for other entities, it signals a significant regulatory focus on energy affordability in Indiana. A second phase will involve public listening sessions, the details of which will be announced later. Compliance officers should note this increased regulatory scrutiny and be prepared for potential future directives or policy changes stemming from this investigation.

What to do next

  1. Prepare to present information and answer questions regarding energy affordability drivers and potential solutions.
  2. Monitor subsequent phases of the IURC's energy affordability strategy, including public listening sessions.
