COMMONWEALTH OF KENTUCKY BEFORE THE PUBLIC SERVICE COMMISSION In the Matter of:
O R D E R On January 9, 2026, Christian County Water District (Christian District) filed an application for extension of time through and up to June 30, 2026, for Christian District Commissioner Ashbel Brunson to complete the water commissioner training required by KRS 74.020(6) in order to receive a salary above $3,600. LEGAL STANDARD KRS 74.020(6) allows a water district commissioner to receive a salary of not more than $3,600. An exception is created for a water district commissioner who completes a minimum of six hours of water district management training approved by the Public Service Commission within the calendar year may receive an annual salary for the same calendar year of not more than $6,000, so long as the salary was fixed by the county judges/executive with the approval of the fiscal court. However, KRS 74.020(9) allows the Commission to grant a reasonable extension of time, not to exceed six months, for good cause shown. DISCUSSION AND FINDINGS In the application, and in the supporting affidavit submitted by Commissioner Brunson, it is stated that Commissioner Brunson was unable to attend the required training during calendar year 2025 due to an illness of a family member which required Commissioner Brunson to perform care giving duties. It was further stated that those 1 duties did not allow Commissioner Brunson to be out of town for the time required to complete the required training. 2 The Commission finds that the Christian District request should be granted. The Commission finds that being unable to complete the required training within the time frame due to the medical condition of Commissioner Brunson's family member is good cause for an extension, and that the requested extension is reasonable and does not exceed six months. Water district management training hours completed in educational year 2026, but used to satisfy educational year 2025 requirements, should not be eligible to be used to satisfy water district management training requirements for educational year
2026.
IT IS THEREFORE ORDERED that:
