The proposed surcharge, in the amount of $0.00966 per Therm of delivered gas, would mirror the volumetric franchise fee that the Town of Ellendale imposes on Chesapeake under a franchise agreement adopted by the Town of Ellendale on December 3, 2025, for the use of Ellendale’s public roads and rights-of-way.
