Interested parties were instructed to file comments with the Commission on or before Friday, May 23, 2025. No comments were filed in this docket. A public hearing on the proposed rules was held on June 3, 2025, in the Commission Hearing Room in Lincoln, Nebraska, and remotely via WebEx. Notice of the hearing was published in The Daily Record; the Omaha World-Herald; and the Lincoln Journal Star and exhibits 1-5 were received. Sara Hulac, Legal Counsel, appeared on behalf of the 911 Department and David Sankey, Director of the State 911 Department, appeared before the Commission to describe the proposed rule amendments. Director David Sankey, Director of the State 911 Department, testified and discussed the changes to the 911 Services Rules and Regulations. Director Sankey noted that Legislative Bill 362 was passed during the 2025 legislative session which updated the 911 statutes. Director Sankey highlighted the change in definitions and the addition of a definition for Secondary Communication Center. Director Sankey testified that the 911 Service System Advisory Committee replaced the 911 Advisory Board and that the 911 Service System Advisory Committee members will now serve in staggered three-year terms. Lastly, Director Sankey highlighted the updates to the 911 Service System fund language and the allowable use of funds for salary and benefits for employees that answer 911 calls.

Based upon the information in the record, the Commission is of the opinion and finds that the proposed rules attached hereto as Appendix A and incorporated herein by this reference should be adopted.
