Regulating Post-16 Vocational and Technical Qualifications at Levels 2 and 3

Ofqual is consulting on proposed regulatory Conditions, requirements and guidance covering four types of post-16 vocational and technical qualifications: Level 3 V Levels (Part 2), Level 2 Foundation Certificates and Occupational Certificates (Part 3), on-screen assessment (Part 4), and retaking flexibility for Core Exams in Technical Qualifications within T Levels (Part 5). The consultation includes draft Conditions and requirements in Annexes A through D.

Awarding bodies offering these qualifications in England will need to review and align their processes with the proposed Conditions and requirements once finalised. The consultation invites views from awarding organisations, education providers, employers and other stakeholders by 2 July 2026. Those with an interest in vocational and technical education reform should submit responses through the Ofqual Citizen Space portal.
