Final Funding Authorizations for Campus-Based Aid Programs
Summary
The U.S. Department of Education's Office of Federal Student Aid announced final 2026-27 funding levels for Campus-Based Aid programs, appropriating $1.23 billion for Federal Work-Study (FWS) and $910 million for Federal Supplemental Educational Opportunity Grant (FSEOG) under the Consolidated Appropriations Act, 2026 (P.L. 119-75). Schools can access their final allocation worksheets on the COD website by April 1, 2026.
What changed
The Department finalized 2026-27 Campus-Based Aid program funding under the Higher Education Act of 1965 and 34 CFR Part 673, with total appropriations of $2.14 billion ($1.23B FWS, $910M FSEOG). Final allocations cannot exceed school requests submitted on the FISAP for 2024-25 and 2026-27. Schools returning more than 10% of their 2024-25 allocation without an approved waiver will receive an 'Allocation Reduction' on their 2026-27 worksheet.
Schools should log into the COD website by April 1, 2026 to review their final funding worksheets and Statement of Account. Financial aid administrators should verify allocation amounts match their FISAP submissions and check for any penalty deductions labeled 'Allocation Reduction.' Schools that previously requested waivers should confirm their decision letters are posted.
What to do next
- Review final funding worksheets on the COD website by April 1, 2026
- Verify 2026-27 allocation amounts against FISAP submissions
- Check for 'Allocation Reduction' line items reflecting underuse penalties from 2024-25
Penalties
Schools returning more than 10% of their FWS or FSEOG allocation without an approved waiver will have their second succeeding award year (2026-27) allocation reduced by the amount returned.

Posted Date March 30, 2026 Author Federal Student Aid Electronic Announcement ID CB-26-05 Subject 2026–27 Final Funding Authorizations for the Campus-Based Aid Programs
In a Jan. 30, 2026, Electronic Announcement, we informed schools of tentative 2026–27 funding levels for the Campus-Based Aid programs. We will post the final 2026–27 Campus-Based programs funding worksheets and the 2026–27 Statement of Account for each of the Campus-Based programs to the Common Origination and Disbursement (COD) website by April 1, 2026.
A school's 2026–27 final funding authorization for each of the Campus-Based Aid programs is based on the applicable statutory formula and amount of funds appropriated by Congress for that program. A school will not receive a 2026–27 final funding authorization amount for a Campus-Based program that is more than its request for funds made for that program on the Fiscal Operations Report for 2024–25 and Application to Participate for 2026–27 (FISAP) previously submitted to the U.S. Department of Education (ED).
On Feb. 3, 2026, the president signed into law the Consolidated Appropriations Act, 2026 (P.L. 119-75), which appropriated $1,230,000,000 for the Federal Work-Study (FWS) Program and $910,000,000 for the Federal Supplemental Educational Opportunity Grant (FSEOG) Program for the 2026–27 award year.
The total 2026–27 federal funds available for allocation to schools under the FWS and FSEOG programs are as follows:
| Program | Federal Funds Appropriated for Allocation to Schools |
| FWS | $ 1,230,000,000 |
| FSEOG | $ 910,000,000 |
| Total | $2,140,000,000 |
How the Campus-Based Awards for a School are Determined
We determine a school's final funding level for each of the Campus-Based Aid programs in accordance with provisions of the Higher Education Act of 1965, as amended (HEA), and by the implementing regulations at 34 CFR Part 673. The final funding worksheets posted on the COD website will show the information we used in the calculation of each school's 2026–27 Campus-Based allocations.
Penalty Applied to 2026–27 Allocation for Underuse of the 2024–25 Allocation
As required by the HEA, if a school returns more than 10% of its FWS or FSEOG program allocation for an award year, we will reduce that school’s allocation for the program in the second succeeding award year by the amount returned, unless we have granted a waiver. Thus, underutilization of 2024–25 funds could impact a school's allocation of 2026–27 funds.
We accepted requests for a waiver of any 2026–27 award year penalty for the underuse of 2024–25 award year funds with the initial submission of the FISAP or with any FISAP edit submissions received through the Feb. 2, 2026, waiver request deadline. We reviewed the waiver requests received, notified the financial aid administrators at the requesting schools of our decisions, and posted the decision letters to the COD website. Any school that underutilized its 2024–25 allocation by more than 10% and did not receive approval of a waiver request will see an adjustment in the applicable final funding worksheet on the line labeled "Allocation Reduction.”
Notification of 2026–27 Campus-Based Allocations
We notify individual schools by email when we have posted the 2026–27 Campus-Based Aid programs allocation information to the COD website. We sent this email to the school’s financial aid administrator (FAA), as provided in the school’s most recently submitted FISAP, or to the FAA listed on the "Contact Info" page in the “Campus-Based” section of the COD website. This email informs the school that it can view its 2026–27 Campus-Based allocation information for each program by accessing the school's 2026–27 Statement of Account or Final Funding Worksheets posted on the COD website.
To access both documents:
- Log in to the COD website.
- From the “School” tab, select “Campus-Based” from the left navigation menu.
- Select the "Self-Service" link from the left navigation menu, then “Notifications.”
- Select “2026–27 Application Year” from the drop-down menu to view the Statement of Account and Final Award Worksheet.
An explanation of the funding worksheet for each program and information about Student Aid Index (SAI) procedures can be found below.
Reallocation of Additional Campus-Based Funds for the 2026–27 Award Year
We have allocated all Campus-Based Aid programs funds available for the 2026–27 award year in this final Campus-Based allocation process. However, some schools may qualify for supplemental 2026–27 Campus-Based funds based upon a reallocation of funds not spent by institutions from 2025–26 allocations. In subsequent communications, we will provide specific information on the reallocation process and the electronic application for requesting additional funds.
