Summary

The New York State Board of Regents published its April 2026 meeting agenda covering two days of sessions on April 13 and 14, 2026. The agenda includes proposed regulatory amendments affecting Athletic Placement Process and Tanner Scale requirements, Grade 5 Science Test administration, CPA licensure requirements under Chapter 530 of the Laws of 2025, and pharmacist prescription transfer rules for controlled substances. The Board will also hear charter school renewal recommendations and a presentation on public broadcasting.

“Chapter 530 is designed to address the diminishing pool of certified public accountants (CPAs) in both New York State and nationally by expanding the education and experience requirements, including the creation of an additional path to CPA licensure that would require a bachelor’s degree, the passage of a CPA examination, and two years of professional experience.”

What changed

The meeting agenda announces upcoming discussions on several regulatory amendments affecting New York education and professional licensing. Proposed amendments to Sections 135.1 and 135.4 would eliminate Tanner Sexual Maturity Scale requirements in the Athletic Placement Process. Amendments to Sections 100.3 and 100.4 would codify the Grade 5 Science Test shift. Professional Practice items include CPA licensure pathway amendments implementing Chapter 530 of the Laws of 2025, effective November 21, 2026, and clarifying pharmacist controlled substance transfer rules. Affected parties including school districts, CPAs, pharmacists, and charter schools should monitor these discussions as they may lead to formal regulatory proceedings.
