DOD Proposes Information Collection for Navy New Parent Support Program Evaluation
Summary
The Department of Defense (DOD) has issued a 60-day notice for a proposed information collection regarding the Navy New Parent Support Program (NPSP) Evaluation Addendum. The collection aims to understand the benefits and limitations of using the Family Needs Screener as an intake tool. Public comments are requested by May 18, 2026.
What changed
The Department of Defense, through the OUSD(P&R), is proposing a new information collection under the Paperwork Reduction Act of 1995. This collection, titled "Navy New Parent Support Program (NPSP) Evaluation Addendum: Phase II" (OMB Control Number 0704-0645), seeks to evaluate the effectiveness of the Family Needs Screener within the NPSP as an intake tool for identifying risk and protective factors for family violence and assessing services offered. The agency is soliciting public comment on the necessity, utility, accuracy, and clarity of the proposed collection, as well as methods to minimize respondent burden.
Individuals or households are the affected public. The estimated annual burden is 3,750 hours, with 15,000 respondents each providing one response averaging 15 minutes. Public comments must be received by May 18, 2026. While this is a consultation and not a binding rule, regulated entities, particularly those involved in family support programs or research, should review the proposed collection and consider submitting comments to influence its final form and ensure practical utility and minimal burden.
What to do next

- Submit comments to the Department of Defense by May 18, 2026, if relevant.
