The Hong Kong Internet Registration Corporation Limited (HKIRC) and the Office of the Privacy Commissioner for Personal Data (PCPD) co-organised the “AI Security and Cybersecurity Summit for Enterprises” (Summit) on 31 March, with the Digital Policy Office acting as a strategic partner. Featuring two key thematic areas – “Cybersecurity” and “Artificial Intelligence (AI) Security”, the Summit invited representatives from different sectors to deliver keynote addresses and participate in panel discussions, with the aim of enhancing the awareness and readiness of organisations of all types, including small and medium-sized enterprises, in addressing cybersecurity and AI security risks encountered in the business environment. The Summit attracted over 620 corporate representatives from all sectors.
The Summit was officiated by the Under Secretary for Innovation, Technology and Industry (USITI), Ms Lillian CHEONG Man-lei, JP, and the Under Secretary for Constitutional and Mainland Affairs (USCMA), Mr Clement WOO Kin-man, MH, JP, who also delivered the opening remarks. They were joined by the Information Centre of the Liaison Office of the Central People’s Government in the HKSAR, Mr ZHOU Wuhu; the Acting Commissioner for Digital Policy, Mr Daniel CHEUNG, JP; the Chairman of the HKIRC, Mr Sean LEE; the Privacy Commissioner for Personal Data (Privacy Commissioner), Ms Ada CHUNG Lai-ling, SBS; the Chief Executive Officer of the HKIRC, Ir Wilson WONG; and member of the Legislative Council and the PCPD’s Standing Committee on Technological Developments (SCTD), Professor the Hon William WONG Kam-fai, MH, in hosting the kick-off ceremony for the Summit.
In her opening remarks, the USITI, Ms Lillian CHEONG Man-lei, JP, said, “AI has become a new engine driving global economic growth and a key impetus in fostering new quality productive forces in Hong Kong. The National 15 th Five-Year Plan explicitly supports Hong Kong in developing into an international innovation and technology centre. As a core industry in this development, the HKSAR Government will fully promote the deep integration of AI technology across various sectors and accelerate the transformation of achievements into practical applications through multiple levels, including enhancing policy support, strengthening digital infrastructure, expanding computing power supply, promoting research funding and talent cultivation. This includes the Hong Kong Artificial Intelligence Research and Development Institute, which will commence operations this year to facilitate the transformation of upstream, midstream, and downstream research and development and the exploration of application scenarios, aiming to achieve ‘industries for AI’ and ‘AI for industries’. She added that the Government has been advocating AI technological innovation and safe applications, insisting on the co-ordination of promoting development and regulatory management. The goal is to foster a beneficial, safe and fair digital and intelligent development environment. Through the release and continuous updates of documents such as Ethical Artificial Intelligence Framework and the Hong Kong Generative Artificial Intelligence Technical and Application Guideline, a set of AI governance frameworks suitable for the Hong Kong context is provided for the development and application of AI technology.”
In his opening remarks, the USCMA, Mr Clement WOO Kin-man, MH, said, “The ‘15th Five-Year Plan’ released by the Country earlier has drawn a blueprint for the Country’s developments over the next five years. The Plan envisages the consolidation of the fundamentals underpinning national security. As a matter of principle, the ‘15th Five‑Year Plan’ emphasises the need to ensure both development and security. Strengthening AI security and cybersecurity is a shared responsibility of the Government, the industry and all sectors of the society. Let us join hands to ensure high-standard security for high-quality development, and to contribute to Hong Kong’s proactive alignment with the Country’s ‘15th Five-Year Plan’ and better integration into and serving the overall national development.”
In his welcome remarks, the Chairman of the HKIRC, Mr Sean LEE, said, “In an era of rapid advancement in AI, innovation and security must progress in parallel. As a key pillar of Hong Kong’s internet infrastructure, HKIRC has long been committed to upholding trust, stability and security across the internet, while continuously advancing cybersecurity, data trust and digital governance to provide a robust and reliable foundation for enterprises and society in embracing technological innovation. HKIRC looks forward to working closely with stakeholders across sectors to support enterprises in accelerating digital transformation and the responsible adoption of AI, while effectively managing risks, strengthening cybersecurity, and jointly exploring how trusted and resilient security mechanisms can be established alongside the advancement of innovative technologies.”
In her welcome remarks, the Privacy Commissioner, Ms Ada CHUNG Lai-ling, SBS, said, “The PCPD has already launched a number of initiatives on AI security and data security. We understand that safeguarding security is a continuous process. As risks evolve with technological advancements, the response strategies of and measures taken by organisations must likewise keep abreast of the latest developments. Today’s Summit is intended to provide a platform for in-depth exchanges among stakeholders across different sectors, facilitating mutual learning and jointly enhancing the awareness of and capabilities in addressing the risks relating to AI security and cybersecurity. To further assist organisations in strengthening their security defences, our Office would launch a ‘Data Security’ Package in the second quarter of this year, and offer free quotas for organisations to participate in our professional workshops.”
The Acting Commissioner for Digital Policy, Mr Daniel CHEUNG, JP, delivered a keynote address entitled “Hong Kong’s Artificial Intelligence Governance and Development Strategy”, setting out how the Government is adopting a “development and governance in parallel” approach to foster innovation while effectively managing risks and seizing the opportunities brought by AI. He said that the Government will continue to closely monitor developments in AI technologies and the evolving risk landscape, and will take a multi-pronged approach to further strengthen Hong Kong’s AI governance and development thereby fully unleashing the development potential of “AI Plus” on the premise of ensuring safety. The Government also actively encourages AI’s wide application to enable adoption and utilisation by all.
On the subject of “AI Security”, the Summit invited member of the Legislative Council and the PCPD’s SCTD, Professor the Hon William WONG Kam-fai, MH, to deliver a keynote address entitled “AI Security, Risks and Responses”. Professor Wong pointed out that the “15th Five‑Year Plan” envisages the full implementation of the “AI+” initiative. While organisations leverage AI to enhance operation efficiency and explore new business opportunities, they must at the same time remain vigilant and ensure model security, usage security and society security. He also explained the underlying principles behind the risks arising from the AI agent ‘OpenClaw’ and called upon users to take a rational approach to AI agents and use them carefully.
The Summit also featured two panel sessions. In the panel session entitled “Generative AI Arms Race: Attackers vs Defenders”, panellists included President of ISACA China Hong Kong Chapter, Dr Welland CHU; Chief Digital Officer of the Vocational Training Council and Principal of the Hong Kong Institute of Information Technology, Ir Dr John HUI; Chief Superintendent of Cyber Security and Technology Crime Bureau of the Hong Kong Police Force, Mr Raymond LAM; and General Manager, Corporate Information Technology of The Hong Kong and China Gas Company Limited, Mr Alex WONG. They provided in-depth perspectives on the latest developments of cyber attacks and defences.
Another panel session, entitled “AI Security in Practice: Insights and Practical Experiences from Experts”, brought together seasoned experts from academia, research institutions and the business sector. Panellists included Chief Product Strategist of Hong Kong Generative AI Research and Development Center, Mr Leonard CHAN, MH; Deputy Director of Cyber Security and Analytics of the Hong Kong Applied Science and Technology Research Institute (ASTRI), Mr Ricky LEUNG; Senior Advisor of Ant Digital Technologies, Ms Jennifer TAN; and Deputy Managing Director and Chief Cyber Security and Privacy Officer of Huawei International Company Limited, Mr Ambrose TANG, who shared practical application experience and professional insights.
