What changed

These Regulations amend two sets of regulations under the Private Security Industry Act 2001. Regulation 2 replaces the previous refund-based discount mechanism with a new upfront 50% discount for additional licences submitted on the same application form as the first licence; licences for vehicle immobilisation activities receive no discount and activities under paragraphs 3 or 3A of Schedule 2 receive the full fee. Regulation 3 raises the annual fee for participants in the Approved Contractor Scheme from £15 to £25 per person undertaking licensable conduct.

Security industry participants who apply for multiple licences should review the new consolidated application procedure to benefit from the 50% discount on additional licences. Approved Contractor Scheme registrants should budget for the 67% increase in annual fees from £15 to £25 per person. The changes take effect for applications received on or after 1st June 2026.

Explanatory Note

(This note is not part of the Regulations)

These Regulations amend regulations made under the Private Security Industry Act 2001.

Regulation 2(2) amends regulation 8(2) and (3) of the Private Security Industry Act 2001 (Licences) Regulations 2007 (“ the 2007 regulations ”) to change the circumstances in which a discount can be received when applying for a licence. Previously, a person could apply for a 50% refund of their application fee when a previous licence remained valid for a period of at least four months, where a refund had not previously been granted, and where the additional licence was not in the same category as the first licence and was not a vehicle immobilisation licence. Now, a person will receive a 50% discount on any additional licence where they made the application for the licence in the same application form as the first. An additional licence that is a vehicle immobilisation licence will not receive the 50% discount.

Regulation 2(3) amends regulation 9 of the 2007 regulations to provide that the updated discount applies to any qualifying application for the grant of a licence made to the Security Industry Authority on or after 1st June 2026.

Regulation 3 amends regulation 5 of the Private Security Industry Act 2001 (Approved Contractor Scheme) Regulations 2007 to increase the annual fee payable for each person undertaking licensable conduct from £15 to £25.

A full impact assessment has not been produced for this instrument as no, or no significant, impact on the private, voluntary or public sectors is foreseen.
