Immigration, Nationality, Passports (Fees) Amendment Regulations 2026

The Secretary of State makes these Regulations with the consent of the Treasury(1) in exercise of the powers conferred by sections 68(1), (2), (7) and (10) and 74(8)(a), (b) and (d) of the Immigration Act 2014(2) and sections 86(1) and (3), 87(2) and 93(6)(a) of the Immigration Act 2016(3).
PART 1 Introductory
Citation, commencement, extent and interpretation
- —(1) These Regulations may be cited as the Immigration, Nationality and Passports (Fees) (Amendment) Regulations 2026.
(2) Except as specified in paragraphs (3) and (4), these Regulations come into force at 9.00 a.m. on 8th April 2026.
(3) Regulations 9 and 10 come into force on 9th April 2026.
(4) Part 3 comes into force on 8th April 2026.
(5) Subject to paragraphs (6) and (7), these Regulations extend to England and Wales, Scotland and Northern Ireland.
(6) The following provisions also extend to the Isle of Man for the same purpose as the provisions of the 2018 Regulations which they amend—
(a) this regulation;
(b) regulation 2 in so far as it relates to regulation 9;
(c) regulation 9.
(7) The following provisions also extend to the Bailiwick of Guernsey and the Bailiwick of Jersey for the same purpose as the provisions of the 2018 Regulations which they amend—
(a) this regulation;
(b) regulation 2 in so far as it relates to regulation 10;
(c) regulation 10.
(8) In these Regulations, “ the 2018 Regulations ” means the Immigration and Nationality (Fees) Regulations 2018(4).
PART 2 Amendment of the 2018 Regulations
Amendment of the 2018 Regulations
- The 2018 Regulations are amended in accordance with this Part.
Amendment of regulation 2
- In regulation 2, omit the definition of “Tier 4 Migrant”.
Amendment of Schedule 1
- —(1) Schedule 1 (applications for entry clearance to enter, and leave to enter, the United Kingdom) is amended in accordance with the following provisions of this regulation.
(2) Table 1 (fees for applications for entry clearance to enter or leave to enter the United Kingdom) is amended by Schedule 1 to these Regulations.
(3) In Table 3 (fee for applications for entry clearance and indefinite leave to enter the United Kingdom – dependants of HM Armed Forces service leavers and members of HM Armed Forces), for “£3,029” substitute “£3,226”.
(4) In Table 4 (exceptions in respect of fees for and in connection with applications for entry clearance to enter or leave to enter the United Kingdom), in entry 4.14.1—
(a) in paragraph (b)—
(i) after “(pursuant to the immigration rules)” insert “on or before 12th April 2023”;
(ii) omit “current”;
(b) in paragraph (c) for “under Appendix Innovator, Appendix Innovator Founder or Appendix Start-up” substitute “under—” and insert on a new line—
“ (i) Appendix Innovator or Appendix Start-up to the immigration rules; or
(ii) Appendix Innovator Founder to the immigration rules, in a case where the leave was granted following an endorsement given on or before 12th April 2023 ”.
(5) In paragraph 3A (reduction of fees for Health and Care Visa applications and related applications by dependants)—
(a) for “£465”, in each place it occurs, substitute “£495”;
(b) for “£929”, in each place it occurs, substitute “£990”;
(c) for “£286”, in each place it occurs, substitute “£304”;
(d) for “£570”, in each place it occurs, substitute “£607”.
Amendment of Schedule 2
- —(1) Schedule 2 (applications for leave to remain in the United Kingdom) is amended in accordance with the following provisions of this regulation.
(2) Table 6 (fees for applications for limited leave to remain in the United Kingdom and connected applications) is amended by Schedule 2 to these Regulations.
(3) In Table 8 (fees for applications for indefinite leave to remain in the United Kingdom and connected applications), in entry 8.1.1, for “£3,029” substitute “£3,226”.
(4) In Table 9 (exceptions and waivers in respect of fees for applications for, or in connection with, leave to remain in the United Kingdom), in entry 9.26.1—
(a) in paragraph (b)—
(i) after “(pursuant to the immigration rules)” insert “on or before 12th April 2023”;
(ii) omit “current”;
(b) in paragraph (c) for “under Appendix Innovator, Appendix Innovator Founder or Appendix Start-up” substitute “under—” and insert on a new line—

(2) Table 10 (fees for miscellaneous documents and services) is amended by Schedule 3 to these Regulations.
(3) In Table 11 (exceptions to the requirement to pay fees for applications for travel documents, for processing an application or claim later rejected as invalid, and for contact point meetings), in entry 11.6.1—
(a) in paragraph (b)—
(i) after “(pursuant to the immigration rules)” insert “on or before 12th April 2023”;
(ii) omit “current”;
(b) in paragraph (c) for “under Appendix Innovator, Appendix Innovator Founder or Appendix Start-up” substitute “under—” and insert on a new line—
“ (i) Appendix Innovator or Appendix Start-up to the immigration rules; or
(ii) Appendix Innovator Founder to the immigration rules, in a case where the leave was granted following an endorsement given on or before 12th April 2023 ”.
Amendment of Schedule 4
- In Schedule 4 (sponsorship), Table 14 (fees in relation to sponsor licences, premium services for sponsors, certificates of sponsorship and confirmations of acceptance for studies) is amended by Schedule 4 to these Regulations.
Amendment of Schedule 8
- In Schedule 8 (nationality), Table 19 (fees for applications relating to nationality) and Table 20 (fees for applications, processes and services in connection with nationality) are amended by Schedule 5 to these Regulations.
Amendment of Schedule 9
- —(1) Schedule 9 (applications in relation to entry clearance to enter the Isle of Man and premium services) is amended in accordance with the following provisions of this regulation.
(2) In paragraph 1 (interpretation) before the definition of “present and settled” insert—
“ “ ETA ” has the meaning given by section 11C of the 1971 Act (electronic travel authorisations) (5) as extended to the Isle of Man by the Immigration (Isle of Man) (Amendment) Order 2025 (6); ”.
(3) In Table 21 (fees for applications for entry clearance to enter the Isle of Man)—
(a) in entry 21.2.6 for “Application for entry clearance as a Tier 4 Migrant” substitute—

(a) Appendix Student to the Isle of Man immigration rules, or
(b) Appendix Child Student to the Isle of Man immigration rules. ”; ”; | |

(5) In paragraph 3A(3) (reduction of fees for Health and Care Visa applications and related applications by dependants) for “£465” substitute “£495”.
Amendment of Schedule 10
- —(1) Schedule 10 (applications for entry clearance to enter the Bailiwick of Guernsey or the Bailiwick of Jersey and premium services) is amended in accordance with the following provisions of this regulation.
(2) In paragraph 1(1) (interpretation) before the definition of “Guernsey immigration rules” insert—
“ “ ETA ” has the meaning given by section 11C of the 1971 Act (electronic travel authorisations) as extended to the relevant bailiwick by—
(a) the Immigration (Electronic Travel Authorisations) (Jersey) Order 2025 (7) in the case of the Bailiwick of Jersey;
(b) the Immigration (Guernsey) Order 2025 (8) in the case of the Bailiwick of Guernsey;”. ”
(3) In Table 26 (fees for applications for entry clearance to enter the Bailiwick of Guernsey or the Bailiwick of Jersey), after entry 26.2.4 insert—

- The Passport (Fees) Regulations 2022(9) are amended in accordance with this Part.

EXPLANATORY NOTE
(This note is not part of the Regulations)
These Regulations amend the Immigration and Nationality (Fees) Regulations 2018 (S.I. 2018/330) (“ the 2018 Regulations ”) which set fees for the exercise of various functions in connection with immigration and nationality; and the Passport (Fees) Regulations 2022 (S.I. 2022/660) which set fees for the exercise of various functions in connection with passports.
Regulations 2 to 10 and Schedules 1 to 7 amend regulation 2 of, and Schedules 1 to 4 and 8 to 10 to, the 2018 Regulations, replacing existing fee amounts with increased fee amounts (in addition to which there are two fee decreases in Schedule 8). The following amendments are also made to the 2018 Regulations—
- regulations 4, 5 and 6 amend the exemptions to fees relating to entry clearance under Appendix Innovator Founder in Schedules 1, 2 and 3;
- regulation 9 substitutes fees for entry clearance to the Isle of Man as a Tier 4 Migrant with a new description of fees for Appendix Student and Appendix Child Student;
- regulations 9 and 10 introduce fees for an electronic travel authorisation to enter the Isle of Man, Jersey and Guernsey respectively. Regulations 11 to 13 and Schedule 8 set out amendments which increase various fees in the Passport (Fees) Regulations 2022 and amend references to multiple passport applications to refer to a single passport application.

(1) Treasury consent has been obtained pursuant to section 69(1) of the Immigration Act 2014 (c. 22) and section 87(1) of the Immigration Act 2016 (c. 19).
(2) 2014 c. 22. Sections 68 to 70 of the Immigration Act 2014 (“ the 2014 Act ”) were extended, subject to modifications, to the Isle of Man by articles 5 and 7 of the Immigration (Isle of Man) (Amendment) Order 2015 (S.I. 2015/1765) which inserted new articles 22 and 23 and Schedule 9A into the Immigration (Isle of Man) Order 2008 (S.I. 2008/680); other amendments have been made to the Order of 2008 but none are relevant for present purposes. Sections 68 to 70 of the 2014 Act were extended to the Bailiwick of Jersey by article 3 of the Immigration (Jersey) Order 2016 (S.I. 2016/994) subject to modifications specified in the Schedule to that Order. Sections 68 to 70 of the 2014 Act were extended to the Bailiwick of Guernsey by article 4 of the Immigration (Guernsey) Order 2016 (S.I. 2016/996) subject to modifications specified in the Schedule to that Order. These Regulations are also made further to the provision in the Immigration and Nationality (Fees) Order 2016 (S.I. 2016/177). Relevant amending instruments are S.I. 2017/440, 2023/977, 2025/282 and 2026/252.
