MESSAGE FROM THE BOARD
Dear Fellow Pennsylvanians: We are pleased to present you with the Pennsylvania Liquor Control Board's (PLCB) Fiscal Year 2024-25 Annual Report. This publication outlines PLCB operations, highlights popular products and sales trends and shares financial results for the period of July 1, 2024, to June 30, 2025. In fiscal year 2024-25, the PLCB achieved total sales of $3.16 billion (including liquor and sales taxes), a decrease of $20.7 million or 0.65% as compared to the prior fiscal year. Net income for the year totaled $135.2 million, a decrease of $106.9 million or 44.2% as compared to fiscal year 2023-24. Increases in payroll and benefits and unfavorable changes to PLCB's pension and other post-employment benefit actuarial valuation expenses were the biggest contributing factors to the decrease in net income. Contributions to state and local governments and other beneficiaries totaled $876.6 million for the fiscal year. A financial summary is available on pages 47-50. Fiscal year 2024-25 brought liquor reform introducing the private sale of ready-to-drink cocktails (RTDC). Act 86 of 2024 expanded the network of retailers allowed to sell RTDCs to go to include beer distributors, restaurants, hotels, grocery stores and convenience stores. Implementation of the new law necessitated the creation of a new permit authorizing the sale of spirits- based RTDCs ranging from 0.5% alcohol by volume (ABV) to 12.5% ABV in original containers up to 16 ounces for off-premises consumption. On Sept. 16, 2024, the day the new law became effective, more than 1,400 RTDC permits were issued. See pages 35-36 for more information. The Stop-and-Go Legislative Task Force, of which the PLCB was part, developed a number of recommendations to the Pennsylvania legislature to address problem businesses with restaurant or eating place retail liquor licenses that operate as convenience stores or delis but fail to maintain minimum licensure requirements. Through the recommendations, the task force aims to address non-compliance among problem establishments and remediate the threats they bring to neighborhoods and communities. In November 2024, former Philadelphia Council president and PLCB board member Darrell Clarke assumed the role of chairman of the Board, succeeding Tim Holden who retired after serving as Board chair for nearly 10 years.
Additional PLCB activities and key accomplishments for the fiscal year include:
- In June 2025, the PLCB welcomed former state senator Jim Brewster as a new board member. See page 7 for
an introduction.
- California cabernet sauvignon, spirits-based RTDCs and reposado tequila topped the list of product
categories with the highest year-over-year dollar gains. Increases ranged from 10.4% to 39.1%. More on these top product categories can be found on page 23.
- Stateside, High Noon and Cutwater were the most popular RTDCs purchased by permit holders. See page 33
for the detailed product list.
- More than $1.7 million in alcohol education grants to support the development of programs to reduce
underage and dangerous drinking was awarded to 86 organizations across Pennsylvania. Details are available on page 42.
- The release of the PLCB's biennial Report on Underage and High-Risk Drinking provided a snapshot of underage and dangerous drinking statistics in Pennsylvania and an outline of alcohol education programming and prevention initiatives throughout the state. The report is available under the Alcohol Education & Training section of pa.gov/lcb. This report outlines our continued efforts to expand and improve in our service to Pennsylvania consumers, licensees, prevention stakeholders, beverage alcohol industry members and other stakeholders. RESEARCH NOTES These research notes document the sources and techniques used to create this annual report. Finance reports were extracted using Oracle Cloud Financials (CFIN) and the PLCB's unaudited financial statements for fiscal year 2024-25. Financial reporting excludes liquor tax and sales tax. Sales reports were extracted on July 25, 2025, from the retail data warehouse using MS Power BI, followed by cleaning, coding and calculations to assess and verify data. Sales data from Oracle BI includes liquor tax but excludes sales tax. Additional data was pulled later, during the editing process, with analyses also incorporating records and data from other systems. Mapping was done using ESRI ArcGIS software. County-level reports include retail, licensee and e-commerce sales. Financial and sales reports use fiscal year calendar and totals unless specified otherwise, and exclude accessories, placeholders and fees as appropriate. Special order items were excluded from price segment reports because they are not classified by price segment. Sales to Licensees sales reports reference wine expanded permits and ready-to-drink cocktail permits active at the end of the fiscal year. For top Pennsylvania wine and spirits, filters were used to identify items produced in Pennsylvania. Year-to-year comparisons were used for most reports, with share of sales as the other measure used. Analyses in the Sales Highlights section of the report have customized date ranges and sales parameters with modification as necessary for purposes of presentation. For county sales and shares information, categories with less than 1% share were excluded. Highlighted top product categories - reposado tequila, spirits-based prepared cocktails and California cabernet sauvignon - were selected according to highest dollar gains. Appendix sales data includes the 18% liquor tax but excludes state and local sales tax. Data is updated from year to year, and changes to sales data (including product returns accounting and modifications resulting from data reclassification) occur continuously throughout the year. Such updates and changes may result in data changes in subsequent and future extractions.
