Reform of Board Section Composition
Summary
The French Competition Authority (ADLC) announced a reform to its internal Board section composition, expanding the number of non-permanent members allowed to sit in Vice-President-chaired sections from 6 to 12. The change aims to leverage the diversity of Board members' skills and strengthen collective decision-making. The reform applies to all hearings convened from the publication date.
What changed
The ADLC has reformed its Board section composition by doubling the cap on non-permanent members (from 6 to 12) who may sit in sections chaired by Vice-Presidents. Non-permanent members can now participate across all sections, not just their originally assigned section. The permanent standing committee, plenary hearing composition, and quorum rules remain unchanged.
This is an internal governance change with no external compliance obligations. No action is required from regulated entities or external parties. The reform took effect immediately upon publication on April 2, 2026, for all subsequent hearings.

As part of an approach to modernise its functioning, the Autorité de la concurrence has reformed the composition of the sections of its Board (Collège), by increasing the number of non-permanent members that can sit in the sections chaired by the Vice-Presidents from 6 to 12 (i.e. all of the non-permanent members of the Board).
In each of the sections chaired by one of the four Vice-Presidents, every non-permanent member may now therefore sit alongside all the other non-permanent members of the Board – and not only the members assigned to their original section.
The objective of the reform is to promote a greater variety of working arrangements and to take advantage of the diversity of skills of the Board members. By reforming the implementation of the principle of collegiality, the Autorité wishes to strengthen its collective decision-making, which is a guarantee of the quality and legitimacy of its action.
The composition of the Board for plenary hearings and of the Board permanent standing committee and sections IA and IB remain unchanged, as do the rules of quorum.
The reform will enter info force for all hearings called as from the date of publication hereof.
