The Department of Commerce, Community, and Economic Development Division of Banking and Securities ("DBS") is issuing a Notice of Public Scoping Under Administrative Order 360 for possible changes in regulations related to the Alaska Secure and Fair Enforcement for Mortgage Licensing Act of 2010 existing regulations under 3 AAC 14.010 - 3 AAC 14.990. Background. In response to Administrative Order 360, DBS is soliciting written and oral comments from affected industries, community organizations, and the general public regarding regulations and materials incorporated by reference in 3 AAC 14.010 - 3 AAC 14.990. DBS is undertaking this solicitation process to ask the public for ideas, suggestions, and input before staff drafts or proposes any specific regulation amendments or repeals for public review. DBS is particularly interested in specific ideas for regulatory change that may:

  • clarify existing regulatory obligations;
  • reduce costs for the public, industry, or government;
  • reduce administrative burdens;
  • improve communication procedures; or
  • provide greater transparency with respect to standards, decision-making, and rationales for application processing. Written Comments. Written comments must be received no later than 4:30 p.m. on October 24, 2025 (at least 7 days after meeting).
