USDA Faith-Based Partnerships Correction Final Rule
Summary
USDA is correcting 7 CFR Part 16 to align regulatory text with the stated intent of the March 4, 2024 final rule on Equal Opportunity for Religious Organizations. The correction adds explicit reference to 'USDA domestic social service programs' in the applicability language at § 16.1(b), clarifying that the rule covers recipients and subrecipients of such programs to which 2 CFR Part 400 applies, and recipients of Commodity Credit Corporation assistance for domestic social service programs. The effective date is May 18, 2026.
What changed
USDA is correcting 7 CFR Part 16 (Equal Opportunity for Religious Organizations) by revising § 16.1(b) to explicitly reference 'USDA domestic social service programs.' The previous regulatory text specified recipients and subrecipients of USDA assistance subject to uniform administrative requirements but did not mention social service programs, despite the rule's stated intent to cover such programs. The correction aligns the regulatory language with the March 2024 final rule's stated purpose.
Affected parties include recipients and subrecipients of USDA domestic social service program funding who must ensure their policies and practices comply with the clarified applicability scope. Organizations should review their grant agreements and civil rights compliance procedures to confirm alignment with the updated regulatory text.
